Scaffold towers are physical equipment you can walk up to on a site.
Hot rolled coil is the raw material behind much of that equipment and the structures it supports.
And CBAM — the EU's Carbon Border Adjustment Mechanism — is a trade policy that now directly affects how steel like HR coil is priced and exported. Three very different things, but each one shapes how steel moves from mill to site.

Scaffold towers
Scaffold towers are freestanding, self-supporting scaffold structures — usually built from aluminium or steel tube — that don't need to be tied into a building the way traditional scaffolding does. They're assembled from modular frames, braces, and a platform, and many versions are mobile, fitted with lockable castor wheels so they can be rolled to a new position without being dismantled.
Because they go up and come down quickly and don't require the same scale of planning as full building-wrap scaffolding, scaffold towers are the go-to choice for short-duration, lower-height jobs — maintenance work, painting, electrical fixes, and light fit-out tasks — rather than full-building envelope construction.
Common types
Mobile tower scaffold — castor-mounted, built for frequent repositioning on flat, firm ground
Static tower scaffold — fixed base plates instead of wheels, used where extra stability is needed
Cantilever tower scaffold — platform extends beyond the base, for working around obstructions
Stairway access tower — built-in stair flights instead of ladders, for frequent or heavy-traffic access

Hot rolled coil
Hot rolled coil (HRC) is steel cast into slabs, reheated above its recrystallization temperature, and rolled progressively thinner before being wound into coil form. Rolling it hot keeps the material soft and workable, which is why HRC is cheaper to produce than cold rolled steel and remains the starting point for a huge share of finished steel goods — from structural beams and tube to automotive panels.
HRC's role as a foundational material is exactly why it sits at the center of most steel trade and carbon policy conversations, including CBAM — a large share of the emissions embedded in a finished steel product trace back to how that original coil was made.

CBAM
CBAM — the EU's Carbon Border Adjustment Mechanism — puts a carbon price on certain goods, including iron and steel, imported into the European Union. The goal is to prevent "carbon leakage": stopping EU manufacturers from being undercut by imports made in countries with looser carbon rules, while pushing exporters worldwide toward cleaner production.
CBAM ran as a reporting-only transitional phase from October 2023, requiring exporters to disclose embedded emissions data without any financial cost. That changed on 1 January 2026, when the mechanism entered its definitive phase: EU importers now need Authorised CBAM Declarant status and must purchase CBAM certificates priced against the EU's carbon market, currently trading in the region of €75 per tonne of CO₂.
For Indian steel — much of it produced via more carbon-intensive blast furnace and coal-based routes — this matters directly. India ships roughly two-thirds of its steel exports to the EU, and its steel carries meaningfully higher emissions intensity than the EU average for a comparable product mix. Exporters who can't get EU-accredited emissions verification in time risk being assessed against the Commission's higher default values rather than their actual, potentially lower, emissions.
