Three forces are converging on the steel supply chain right now: a carbon price that's suddenly real money, a galvanized pipe market where raw material is abundant but compliant inventory is scarce, and a formwork industry racing to modularize before margins get squeezed further. Here's what's actually happening, backed by current numbers.



CBAM's Definitive Phase: The Rules Are No Longer Theoretical

As of January 1, 2026, CBAM moved from quarterly reporting into a financially binding regime. EU importers must now hold Authorized CBAM Declarant status, submit third-party-verified annual emissions declarations, and purchase carbon certificates priced against the EU ETS — currently averaging €65–80 per tonne of CO₂. Miss the mark and it's a €100-per-tonne penalty with no cap.

The scope already covers iron and steel articles broadly, including tubes, pipes, and coated products — and the Commission has proposed extending CBAM to 180 additional steel-intensive downstream products from 2028, with default emissions values rising 10% in 2026, 20% in 2027, and 30% from 2028 onward. In parallel, a new EU steel overcapacity regulation is expected to cut duty-free import quotas roughly in half and double out-of-quota tariffs to 50% around mid-2026 — hitting the same product codes as CBAM.


Galvanized Pipes: The "Green Barrier" Paradox

Galvanized pipe is where CBAM's practical impact is most visible right now. The global galvanized steel market is projected to grow from roughly USD 253.5 billion in 2025 toward USD 414.6 billion by 2033, with construction accounting for the largest application share and pipes and tubes forecast to expand at a 6.3% CAGR through 2031.

But 2026 has produced a genuine paradox in this segment: raw zinc is in global surplus, yet fully certified, CBAM-compliant galvanized pipe fittings are in short supply. Industry analysis describes this as "structural scarcity" — CBAM has turned carbon documentation into a hard market-access requirement, and foundries able to provide verified Environmental Product Declarations are now commanding a 15–20% price premium as "green foundries." Meanwhile, cross-sector competition from fire-safety retrofitting and renewable energy infrastructure is stretching lead times for standard fittings to 16–24 weeks.

The trend to watch: distributors are shifting from just-in-time sourcing to a "core plus satellite" model — blending high-volume Asian production with agile, near-shore, traceable suppliers who can prove their carbon numbers.

Formwork: Steel Holds Ground, But Aluminum Is Catching Up Fast

The global formwork system market is estimated at roughly USD 7.8–8.3 billion in 2026, growing at a CAGR in the 1–5.5% range depending on scope, with building construction representing the largest single application. Steel and aluminum systems together account for over half of global formwork installations, prized for reusability — steel systems typically deliver 70–120 reuse cycles, aluminum up to 150–250.

Two things are reshaping this market in 2026:

  • Modular and climbing systems are displacing loose traditional formwork, driven by faster construction cycles and stricter jobsite safety requirements — high-capacity steel systems remain the default choice for large infrastructure (bridges, dams, industrial plants) with contract values above $100 million

  • Aluminum is the fastest-growing segment, projected at close to 9.9% CAGR — nearly triple the rate of steel or timber — thanks to lighter handling and higher reuse cycles, positioning it as the preferred choice for high-rise residential and Middle East megaprojects

Steel formwork remains the "essential but mature" category: growth is steady rather than explosive, and competitive advantage now comes from rental fleet scale, digital tracking (RFID/BIM integration), and durability rather than price alone.

That gap between roughly 3.2 tCO₂e/tonne for coal-heavy blast-furnace steel and around 0.4 for EU electric-arc-furnace production is exactly what's driving the "green premium" now showing up in galvanized pipe pricing and reshaping which mills win formwork-steel contracts.

The Turkish EAF-based supplier, with roughly half the carbon intensity, faces a fraction of that exposure. The EU domestic foundry faces close to zero CBAM cost but commands a 15–20% base price premium as a certified "green foundry."

Outcome: the distributor restructures its supply mix — dropping uncertified volume from the Chinese foundry, increasing Turkish EAF sourcing, and reserving the EU supplier for time-critical FM/UL-certified orders where lead time matters more than unit cost.


Test Case

A Structural Steel Producer Supplying Formwork-Grade Steel and Scaffold Tube

Scenario: A CBAM-compliant structural steel manufacturer supplying steel sections for modular steel formwork systems and scaffolding tube has already completed installation-level emissions verification ahead of the March 2026 declarant deadline.

Result: because verified actual emissions replace the punitive country-default benchmark, this producer's CBAM exposure tracks its real (comparatively low) carbon footprint. As EU buyers increasingly bundle procurement decisions with supplier emissions dossiers — something bearing and structural-steel buyers are already requesting in current tenders — verified compliance becomes a genuine tender-winning differentiator, not just a defensive cost item.

Takeaway: in both galvanized pipes and structural/formwork steel, the manufacturers investing in verification now are the ones still winning EU contracts in 2027 and beyond.

  1. The October 2026 CBAM data-quality review — the Commission will publish updated emissions benchmarks by product and country, which become the default for anyone still lacking verified data

  2. The EU steel overcapacity regulation, expected to take effect around mid-2026, compounding CBAM costs on the same steel and pipe CN codes

  3. Continued bifurcation in formwork — steel holding its ground in mega-infrastructure projects while aluminum's near-10% CAGR steadily eats into steel's share in residential and high-rise segments
